GTA led an IT sourcing assessment of 13 state agencies in 2007 that resulted in Governor Perdue’s decision to consolidate and outsource Georgia state government’s IT infrastructure services.

GTA and the other 12 agencies participating in the assessment worked together to develop requirements for the RFPs that were issued in April 2008.  We asked members of the project team and others to sign Non Disclosure Agreements related to the state’s outsourcing procurement.  Please respect our efforts to ensure the integrity of the procurement process.

A Request for Qualified Contractors (RFQC) was issued to pre-qualify potential service providers to receive the RFPs.

What is the scope of Georgia’s consolidation and outsourcing project?

Are all state agencies involved in the Infrastructure outsourcing and consolidation?

In addition to GTA, twelve state agencies will initially be part of the Infrastructure Stream 1 transformation: Administrative Services, Community Health, Corrections, Driver Services, Georgia Bureau of Investigation, Georgia Technology Authority, Human Resources, Juvenile Justice, Natural Resources, Office of Planning and Budget, Revenue, and Technical and Adult Education.

Are all state agencies involved in the Managed Network Services outsourcing and consolidation?

All agencies and entities that currently utilize GTA voice and data services will be affected by the outsourcing and consolidation effort.

Have you selected a vendor yet?

No outsourcing vendors have been selected.  They will be chosen through a competitive bidding process that will begin in the second quarter of CY 2008.  Final contracts will be awarded in the fourth quarter of CY 2008. The selection will be among the prequalified contractors referred to above.

Will services be outsourced to a single vendor?

Telecom services and infrastructure services will be considered along different tracks.  There has been no effort to artificially consolidate every level of service into one large contract.  However, GTA reserves the right to work toward the best-value solution for the state.

When will you release the RFPs?

We plan to release the RFPs in late April 2008 to the prequalified contractors selected during the RFQC process.

How can I obtain a copy of the RFPs?

When the RFPs are released, they will be sent to the prequalified vendors.  The RFP will only be released to those service providers who were selected during the RFQC process.

Will there be more than one RFP? How many RFPs will be released?

We anticipate three or more procurements running in parallel.

Where can I get more information?

Information is being posted on the GTA Web site as it becomes available.

I’ve been told there is a freeze on all IT procurements as a result of the state’s plan to consolidate and outsource IT infrastructure services.  Is this true?

No freeze on IT procurements has been imposed.  Technology procurements are subject to the state’s purchasing rules and GTA’s policies and standards.

Are certain products in or out of scope for the procurement?

Currently, we anticipate products associated with the services mentioned above, however; these decisions will be continually updated during the RFP development process.

My company is currently doing business with an agency that is in scope for IT consolidation and outsourcing.  How can I determine whether my business will be affected?

The best source of information will continue to be our Web site.   Based on the selection of the awarded service provider(s), current business may be affected with GTA as well as the incumbent vendors.  This whole process is seeking the best value for the state’s IT services.

These FAQs did not answer my question.  How can I find out more or ask a specific question?

Continue to visit our Web site.  We post updated information as it becomes available.

If I would like to subcontract with an eligible Service Provider, who should I contact for more information?

Prequalified service providers are provided above; at the GTA website and the Georgia Procurement Registry.  Subcontracting will be determined by the needs of the prequalified service provider(s) to provide the “best” service to the state.

Can I subcontract with more than one of the Prequalified Service Providers?

Subcontractors and subcontracting will be the responsibility of the service provider(s).
