His career began in the Compliance Division of the Georgia Department of Revenue, progressing through roles such as Developer, Lead Developer, and Application Support Manager. Prior to his current role, he was Acting Director for the ITS Governance Division.

Mr. Rutherford holds a degree in science from Clayton State University and has earned certifications in project management and leadership from GTA. His leadership is pivotal in advancing GDC technology initiatives, overseeing the development and management of enterprise systems and technical services to support one of the largest prison systems in the U.S.
