GTA procurement quick guide
This guide outlines the primary solicitation methods used by GTA to ensure "best value" procurement through the Georgia Procurement Registry (GPR) and Jaggaer Sourcing Director.
| Type | Purpose | Key selection factor | Platform |
|---|---|---|---|
| Request for Quote (RFQ) | Procuring standard goods or items with defined specifications | Price, assuming specifications are met | GPR and Jaggaer |
| Request for Proposal (RFP) | Procuring complex services or seeking custom solutions | Technical merit of the proposed solution | GPR and Jaggaer |
| Request for Information (RFI) | Gathering market research or technical data for future planning | Non-binding, no award made | GPR |
Multi-step and specialized solicitations
RFQC
The purpose of a Request for a Qualified Contractor (RFQC) is to establish a "pool" of pre-qualified vendors with proven expertise in a specific service category. The primary factor is experience and qualifications. This doesn't involve pricing. It's a prerequisite for participating in subsequent Statement of Need (SON) opportunities through GPR and Jaggaer.
SON
A SON is a competitive solicitation issued only to the pre-qualified pool from an RFQC to solve a specific project requirement. The primary factor is a "best value" balance of technical approach and price. It's sourced exclusively via Jaggaer to the qualified contractor pool.
| Solicitation | Target | Pricing required? | Primary focus |
|---|---|---|---|
| RFQ | Goods | Yes | Lowest responsive price |
| RFP | Services | Yes | Solution quality and value |
| RFI | Information | No | Market research |
| RFQC | Vendor pool | No | Experience and qualifications |
| SON | Specific task | Yes | Technical and price balance |
