Enterprise Project Portfolio Management (EPPM) is the practice of taking a more integrated and top-down approach to managing all project work across the state's enterprise. It involves a combination of tools, business practices and processes that allow organizations to manage projects as a strategic portfolio, ensuring the alignment of programs and projects with organizational objectives.
GTA uses an Enterprise Project Portfolio Management tool, the Georgia Enterprise Management Suite (GEMS), to track projects throughout their life cycle and apply best practices and industry standards to aid in decisions about moving forward. GEMS uses dashboard dials (Key Performance Indicators or KPIs) to quickly and easily convey the status of various project components, including schedule, budget, risk, issues, communication and quality. Data is gathered from questionnaires that are completed regularly by such stakeholders as project team members, business owners and other agency executives. The result is greater insight into the performance of projects, programs and portfolios in Georgia state government.
In addition, GTA relies on the State Technology Annual Report Register (STARR) to collect and analyze IT-related data from state agencies. The data is used to develop the annual state IT report, which is presented to the Governor, his staff and legislative leaders.
